Create and manage users. Users can have various permissions assigned to them:
Administrator: The user has full access to the system. The user can view, create or modify any object (device, group, users, settings) in the system
Supervisor: The user has the same clearance as the administrator, but cannot add, modify or remove users
User: The user has full access to the system, but cannot add new devices or create new groups
Restricted: The user is defined in the system but cannot login
